I always see the guy I have a crush on when I am looking my worst. I only see him at the gym and by that point I have no makeup on. He just stares and never says anything. He spoke to me once asking me a question about when a class started. The answer was right in front of us. For some reason unknown to me I am really shy around him. Could he think that my shyness actually means I'm not interested? What does his actions mean?

It depends, I was shy and when I seen a guy I like I will completely act as if he wasn't there. They would wonder why I treated the way I did. So if your like how I was then he might think your not interested. Now if your obvious shy meaning you blush when he talks to you or you look at him as much as he looks at you, then he might think that you have some interest, but you should try talking to him...I know better said then done....but that's what I had to do to snag the man I wanted

Yes, your shyness likely WILL make him think that you are not interested in him. The best thing you can do is summon up the courage to ask him out! Just say, "Hey, do you want to get some lunch?" or something like that.
I wouldn't worry about how you look coming out of the gym. Men aren't dumb... well, not about this! They know the difference between an attractive woman with no makeup on coming out of the gym and a woman walking out of a beauty salon. If he's staring, he's noticing you. All you can do is ask him out and see what will happen. If you wait for him to make the first move, you might be waiting forever. He probably is shy, too, and it isn't the 1950s anymore.

One thing I know as a man is that if he stares, he's interested.
My guess is that he feels dumb because he tried to initiate a conversation about class stuff and hoped it would lead to other things, but got burned with the answer right in front of him. Now he's nervous.
He does not care about your makeup. All you need to do is to be able to talk to him. Why would you be shy? Girls hold the upper hand at the outset of every relationship. He is WAY more scared to talk to you than you are. Trust me.

Will you think he has already seen you at your worst? and he keeps coming back that a good sign!
I love when someone ask you a question they already know the answers to, that's the biggest sign in the world they like you.
He maybe a little shy to ask you, so you can give him a few hints they your in to him like, ask him what kind of work out could you do to tight your legs (something you may already know) ask him when the next test will be in the class you two have together, something you know he already knows. And when you’re really ready ask him if what kind of movies dose he like and are there any good ones coming out soon he would like to see, if there one you like say hey yeah I wanted to see that one too, and see what happens next.
He likes you and what he sees.
