Yes something rather simple can be done. Don't let him run loose. It's dangerous for him.It just takes one time of getting hit to kill him.
If you can't fence in an area for him to run loose and be crazy, then don't let him loose. Keep him on a leash. If you have a laundry clothes line and it is strong enough, you can tether him to the line. That will give him some freedom of movement to run a little. But I would only do that supervised, so the dog doesn't end up hang himself somehow.
