Register with TPS (Telephone Preference Service) to get your phone off the 'junk phone merchants' lists.

As for Carlos - you could always wind him up by making fictitious appointments .. and give wild reasons for failing to turn up.

I once had a Double Glazing Company send a rep over 3 times (whilst I was out at work) before they got the hint.
