Or maybe he's learned to dilate his eyes at will. Guys that know how to dilate their eyes at will get all the women.
Most of us have to rely on dimly lit rooms and alcohol to increase the odds both parties will happen to dilate their eyes at the same time while they happen to be making eye contact. And, of course, the guy has to actually look at the girl he's talking to instead of at his shoes if he ever hopes to have both parties happen to be making eye contact and dilating their eyes at the same time.
You might try talking to him. After meeting him, you might decide you would be better off avoiding eye contact.

At least he's noticed you! Next time smile at him & say hi. He might be some feral axe murderer for all you know, so have a conversation with him & see if you think you'd like to know him better. Then ask him out for a coffee/whatever you like & go from there. You need to talk to the guy though because he might be too shy to talk to you first. If you don't at least talk to him to see what he's like you'll always wonder...

most likely. have you talked to him at all? if you like him you should talk to him and see if he is the kind of person you like, then just see where you go from there. if you never talk to him you will never be with him
