Why buy a used gun when you can get a brand new Mossberg ATR-100 in 30-06 from Academy Sporting Goods for under $300 BUCKS?
Its a no brainer. Check'em out. I have one in .308 and its a tack driver.

You should check out the Academy deals on the Mossberg 100 ATR, very nice rifle. Other good choices are either a Savage 110 or a Remington 710. All are nice entry level or inexpensive rifles. If you want to go less then the best advice would be used. Gunshows, pawn shops, or private individuals. Bring a bore light and get a good look at the insides. If you can, buy dummy rounds (painted black) very little chance of being confused with real ammo and ask if you can try it. See how the action works. Cabela's should sell those dummy rounds if not them check places that sell C&R rifles. They are used (C&R) and most purchasers like to check them as fully as possible. If you want some historic character go to the CMP and you can get a Remington 1903 A3 for around $500. Nice rifle, tack driver reputation and not too bad. That should give you plenty of options. Anyway, my $0.02.

If you know how to properly assess a used firearm, you could certainly locate a quality .30-06 at a local gun show or on the included web sites;
www.gunbroker.com
www.gunsAmerica.com
When assessing a firearm at a gun show, you will want to use a derogation tool to assess the degree of bore and muzzle derogation. Any firearms with more then 3 nm of bore or muzzle derogation should not be considered..
Additionally, with the aid of a bore light, you will also want to examine the condition of the rifling. A good barrel will have crisp, clean rifling that is not obstructed by corrosion.
Finally, you will want to assess the condition of the bolt, firing pin, chamber, and other working parts. These too should be clean, rust free, free of cracks, and cycle smoothly.
Lastly, look over the stock of the firearm. While it is important to have a stock that is free of cracks and other flaws, this part is relatively inexpensive, and easy to replace if it is the only flaw in a reasonably priced, good quality used firearm.

You can get good used guns on the cheap at gun shows but make sure you know what you are looking for in buying a used firearm. If I need a rifle on the budget. I head to walmart. They have terrible customer service but if you need to save money they generally sell several hundred below local firearms dealers.

You should definetly check out the Howa 1500 rifle and you can actually view/buy them at Walmart.com. Great guns, and relatively cheap. They are made in the same plant in Japan that makes the Weatherby Vanguard.

Pawn shops and gun shows will probably get you the best deal, but caveat emptor. If you don't feel 100% competent to judge the soundness of your purchase, it's worth a few extra dollars to go to a gun shop where they'll stand behind what they sell. And if you have a dealer nearby who'll manage a transfer for you, you can generally get a 3-day inspection period if you want to take a flyer on one of the online brokers.

I don't know why this only got mentioned in passing, but the savage 110 is a godsend, it's my pride and joy. I got mine in .270 but they come in all popular sizes .243, 30.06, 7mm. Its action is dual pillar bedded to the stock thats metal to metal. all barrels are free floated from the factory, and the accutrigger which is the sh*t is self adjustable from 1.5-6 lbs of pull. comes with a checkered walnut stock and a bore sighted simmons 3x9 scope. for about $410.00 also a composite stock package the 111 for $350.00 thissounds like an ad but this guns amazing I'm putting shots in the same hole benchrested at 200 yds 1" group was my worst this is with good factory loads. I'm giddy like a schoolgirl. bought at walmart

The 2 best are gunbroker.com and auctionarms.com. You have to sign up to be a member but it is free. They are live bids just like e-bay. Gunbroker has many more and most are new guns. Auctionarms doesn't have as many but more of the auctions are for used guns. I hope this helps....

First try looking in your local classifieds, if no luck there, make a day of checking out the pawn shops. I've been pleasantly surprised at the variety & quiality of firearms found in pawn shops in the past.
