Only one person that may shed some light on the matter is the Doc - go visit.
It all depends where you have been putting your feet or what you have been washing them with or not!

Without seeing them or knowing more about when and how long they occur, there's no way to know what you have. For the most part, it sounds like an allergic reaction such as hives. If this is correct, the bumps come and go, and show up in different places. More or less permanent hives on the feet are also caused by tight fitting shoes - a condition called pressure urticaria.

Don't take these bumps too lightly, they could be something grisly but personally I think they are sweat blisters. If they are more on the soles of your feet or just round the sides then I would definately say they are sweat blisters. If they are on top of your feet then they are something completely different so go to the doctors/ chiropodist. Good luck!!!

You HAVE TO go see a doctor! Don't take anything like that lightly, although don't get yourself freaked out yet. It could be something as small as an allergic reaction. You just need to make sure you have it checked asap. If you want, check WebMD.com for a temporary diagnosis while you wait for your appointment.

get a glass and press it on the red bumps if they don't disappear call a Doctor right away and tell they what you did it could be meningitis but if it dose disappear it could be a sweet rash

Get yourself to a doctor. I don't think anyone on line will be able to accuratly tell you what this is, so great that you asked us but I wouldn't trust strangers with your health.
Get yourself to a doctor tomorrow, its probably nothing major but just go get yourself checked out.
