This is a Paris scene. There is a booth with the word LOTERIE- MOT in it, also a PATISSERIE shop in the scene.

I think this sounds quite a modern painter if it has a loterie shop in it . The ending to the artist's name you have is not a french name. Take it to an auction house ..Southby's or Christies But if you love it very much and have no intention of selling it be carefull because you will naturally be very disappointed if you are told it is worthless .

Good day..have you any idea when the painting was made? I'm guessing that the artist is not well known. I know of no well known artist of recent times, with lettering like that. Its difficult to name an artist without knowing anything about the style of the work. Again, I'm guessing that its painted in a French Impressionist style, right? There are literally millions of paintings made in the this style, popularised by French painters such as Monet, Pissaro, Renoir etc. best to enjoy the picture for what it is. If you really are curious, The Art gallery of N.S.W. used to give appraisals of paintings for free, however they wont give valuations.
