how can we help from trowing garbage on the ground?

where doing a shcool project on solid waste and i need some description on how to make a good project for this class and some ways to help clean up on school and from people to stop litering tanks

Make the offenders pick up litter.
Fine the offenders.
Give rewards for those placing the most in the garbage.
Give privledges for litter free classes/lunches or recess sessions.

put them in the places where you find the most garbage

and keep them from overflowing with regular maintenance of the waste
