It could be several things. She may have an allergy to something in the environment or her current food. She could have fleas or even flea allergies. One flea bite can trigger flea allergies so even though you don't see any fleas, don't rule them out. She may have a hot spot which your vet can tell you more about. If she has worms and they can cause dry, itchy skin. Just because she isn't thing or you don't see them does not mean she doesn't have them so take a fecal sample to the vet. Also, monthly wormings do not prevent all types of worms (some require special wormers and some are just very resiliant) so even if you do worm monthly, you should still have a fecal exam done. She could just have dry skin. If you've had the heat on alot (heater, fireplace, whatever), then it could be drying her skin out. Turning on a humidifier can help with this or, if you have a fireplace, setting a pot of water on the mantle will add moisture to the room. There is a very slight chance that your dog has a neurological problem and is self mutilating. This is not common and it would not be the first thing I looked into. Depending on breed, she could have alopecia and the hair loss could be irritating her skin. For more information on that, just do a search on 'canine alopecia'. You'll get more than you ever wanted to know.

No matter what is causing it, a trip to the vet to check her health is in order. S/he may be able to tell you why your dog is itchy.

Your dog has what the Vets call a "HotSpot". If they lick or bite at it too long with out being treated it will turn into a sore. Get this treated with your local Vet.

Itchy skin maybe it has allergies or fleas. If you bath your dog too much it may have dry skin or allergic to the shampoo. Take it to the vet to get proper diagnosis.

my dog does that when her stomach is upset...she'll cruise the carpet, licking hair off it, pulling hair off her hindquarters specifically to ingest it (not because she's itchy). When she starts acting like that, I get her off the carpet, 'cause I've learned that she'll barf like 5 or 10 minutes after she starts doing this.

because they itch. It could be any number of things. It could have fleas, or a grass seed working into his fur, or just plain have an itch.
