Dogs love food more than almost anything else. Any kind of food is a temptation, spoiled or not. Dogs can be trained to stay out of the garbage as long as someone's always around to reinforce their training. Left alone, though, most dogs just can't resist the temptation.

People have tried some very creative things to keep their dogs out of the trash including booby trapping the wastebasket! It'll be much easier, though, for both of you if you respect your dog's weakness for food and compromise by putting the garbage out of your dog's reach altogether. Using covered wastebaskets or storing the trashbin in a cupboard or broom closet is a stress-free and permanent solution.

My dog used to do the same thing. He is super playful and would do anything for attention, even take things from the garbage can and play with it. I got this spray from the pet store called bitter Apple that helps to prevent them from picking and chewing on things. The spray foul tasting so whenever an object is sprayed with it and they try to put the object in their mouths they are left with this horrible taste. Spray Bitter Apple in your garbage can and wait until she goes into the garbage can and she will get a big surprise, but you have to be constant for this to work. They will soon learn that looking in the garbage can has some bad side affects.

Try sour apple spray. They like the smell, but they HATE the taste. She will go and eat the garbage but once she tastes the sour apple spray she will never eat the garbage because she will remember the taste of the sour apple spray.

You can get the spray at your local:
Petco
Petsupermarket
Petsmart
Pet Land
Or at some pet selling Flea Markets.

It usually ranges from around $5-$15 dollars.

Good Luck with you dog and its' habit!

Lots of good ideas here but I wouldn't try putting the dog in a garbage can for 30 minutes like someone suggested. You could create all kinds of phobias with your pet.

If the garbage can is just out in the open, try puting it inside a cabnet or under the sink, and if it is under the sink but the dog is still getting in, you can find child proof locks that you can put on the door. They are very easy for humans to open but dogs cant get them open.

My dogs used to do the same thing. Then my husband stuck her in the trash can and put the lid on and left her there for like 30 minutes. If you have a big dog you may need a bigger can. Needless to say she stays out of it. I thought my husband was mean but he didn't hurt her it was like crating her only in a trash can.

Move the garbage to a place your dog has no access.
