I had a party for my little girl and it was a blast. If you live close to a collage check with the Cosmetology school. I was able to talk to the class instructor and make plans to take 5 friends in to get their nails and hair (no cutting or anything permanent) done. The girls had a blast!! After they were all dolled up we gave them small purses with lip gloss and mirrors inside, then went out for dessert. This is a great chance for the students to try something fun and they love seeing the girls.

Tell her to rent a hotel by the beach with a pool on not such a busy day, invite a whole bunch of people and buy her favorite snacks and her favorite cake and then at the end of the party she could pick 5 friends that she wants to sleepover.

My daughter invited about 5 girls over and we made home made pizza for dinner and then Cinnamon rolls (homemade) for a snack. The girls loved to make the things them selves and are old enough to follow directions with out much help. We also sang karaoke and did silly dancing. At that age they don't think about how silly they are being. Have fun and good luck..

for my daughter's 10th, she had a "psychic party" we got a local lady to come and do tarot readings and such. we also did little games to test the kids "abilities" like partner up and one person thinks of something and the other person has to draw it. the kids also read each other's tea leaves. you can google psychic party ideas and find some! have fun!

Swimming is defenitely a good idea.
Bowling would be good.

Or you could have a theme... here are a few:

Disney
Pink [or whatever her favorite color is]
Animal print
Her favorite tv show
Roller skating
Ice skating
Beach party

tea party, painting party, "kidnap party" (where none of the girls know about it, just the parents, and you "kidnap" the girls invited and everyone goes to breakfast in the pjs.)

one year when I was younger my parents bought cheap canvas shoes from michaels in everyones sizes and we "puffy painted" them.

sleepover, late night bowling (with parents of course), build-a-bear party, food fight (yes, cover everything on your patio with a tarp and have an actual food fight)

etc etc etc

More details would be helpful. What is the girl like? What does she like? How many kids will be invited? Will they all be girls, or will boys come too? What kind of budget are you planning?
