He acts like he whants to be with me but he doesn't.

Been there! I think it is because they are in denial and think that it is easier to stay in a relationship then break up and go it alone. If things are really not ok, then you will have to be the one to start the conversations that can work things out.
I also think that a lot of guys stay in so-so relationships waiting for something better to come along so they have a reason to end the relationship and something to go forward to.

I think for two reasons
1. He doesn't want to bother you with his difficulties.
2. He wants to keep relationship stress free.
I do not see anything like he wants something else and acts something else. Guys are pretty straight-forward by doing or saying what they actually think.
Its my opinion, may differ a little but surely will be close.

I think alot of them like to keep the booty option open, keep you hanging incase theres nothing better at the time. If you feel that way then maybe you need to tell him to take a walk, have more respect for yourself.
