You can check manuals to find out if it's percentage or if it's gallons, we can't tell you. If you don't have manuals, next fill up, see how many gallons it takes....if it takes 320 your meter is in gallons, if it takes only 80 then it's in percent. Or you could check the change if you didn't want to fill up and calculate from there.

Another monkey in the barrel...it could be in liters.

Whoops..yes if it's propane it might be a pressure guage...

What is the tank supposed to hold? Water? Gasoline? Air or other compressed gas? What else can you tell us about the markings on the gauge? Does it have ANY units, such as PSI or something similar?

The more details you can give, the better the answer you can get. The person who says 80 means 20% is just taking a wild guess.

Air and compressed-gas tanks usually have a gauge that measures pressure, often in pounds per square inch.

80 goes into 400... 5 times. so 80 is 1/5th or 20%
