I bought mine from www.foreverandalways.com I got a monogram cake topper, but I know they have a big selection and definately notices so african american (as well as other ethnicities) on the website. I researched my cake topper for a long time (they are just so expensive) and this one is the best I think! My 3 initial monogram cake topper came to like 30 bucks! I was really happy with that.
I went on the website while I was typing this response (to check that I had the website correct) and saw this one that I think is pretty

We used the Ty Wilson collection for our guest book, unity candles, cake topper, toasting glasses and cake server set. I absolutely loved them. His cake topper was the only one that my husband would tolerate. He didn't like how the African American men looked in the other toppers. Here's the link to one of the preferred companies for his line:

Here's another link that sells them: http://www.theperfectsolution.com/weddings/ty_wilson.htm
I'm not sure if his line is in your price range you were thinking of since it wasn't specified...

check out the website below. I understand how you feel. when we got married all the brides had blond hair and grooms, brown. My hair is Black and the grooms blond- no luck whatsoever. Ended up with doves as the cake topper. It was very pretty.
