i need a paint to cover plastic caps, im going to be using black and would like a glossy finish

You will find most paints, even gloss, will cover plastic. Paints are designed to stick to undercoat and undercoat is designed to stick to the surface that's going to get painted. So get an undercoat for plastic. Top coat will look better sprayed than brushed.

There's a spray paint fairly new on the market called "Fusion" made by krylon and is made for painting plastic, that's your best bet. Good Luck

A black spray undercoat then a black water-based acrylic paint then a thin coat of gloss varnish.
