For US citizens, you have to have one now if you're flying to or from Mexico. It will be as early as Jan 1 2008 if you're going by "land or sea". Here's the State Dept site for the new travelers requirements: http://travel.state.gov/travel/cbpmc/cbpmc_2223.html

Land crossings to and from either Mexico or Canada only require your state's Drivers License and your birth certificate. However, as of December 31, 2007 you will have to have a passport. You still have about 10 months to get a passport unless there are changes.

YES!!! New law you must have a pasport now to go to Mexico from the US.

don't need for mexico, but need it for back into usa
