It is rather garbled French and the end of the sentence is full of typing errors. This is what the message should look like:
Vivement que je repuisse sortir, parce que sinon je vais devenir un "no life".

The general meaning is:
I am desperately wanting to be able to go out again otherwise I am going to turn into a "No life".

It sounds like something typed by someone young who has been grounded, or perhaps unable to go out because they were unwell, in a hurried text message.

it means "I REALLY need to be able to go out again, otherwise, I'll end up a "no life""
I think we would say something like "billy no mates" or "saddo" for "no life"
It looks to have come from a text or something, so I would imagine it's the kind of thing a teenger who has been grounded would say.
