Actually I believe the term "best ball" has been overused. While a scramble can be considered a "best ball", the real meaning for best ball is that in a "best ball" format, either 2-man or 4-man (could be women), the "best ball" refers to the team member with the best score on the hole. Thus, if I were in a two-man best ball format, and I get a par while my partner gets a bogey, the "best ball" for our team would be a par. If it was a handicap tournament, it could be a net birdie depending on my handicap and the handicap number of the hole.

Best ball tournaments usually have each foursome as a team. After everyone tees off, the group goes to the "best ball" or best shot. Everyone hits from that spot, and so on, until the ball is in the hole. You would then count up the shots you used, and count the one score. You are competing against the other foursomes. This is a lot of fun because you are really rooting for your group. Some variations during tournaments include you having to use at least 2 or 3 "drives" from every player. This is where strategy comes into play. If you have a couple decent golfers, your score should be pretty low.

One of the most common games played under "best ball" rule is a 4 man (best ball) scramble. Each player hits a tee shot, the team then decides which shot left the ball in the best location, and all team members hit a "second" from the location of the best ball, once again they decide which was the best shot and all players make the 3rd shot from the location of the best ball, this repeats including puts until the ball is in the cup. Generally, all players must contribute at least one shot (Their shot was the best and thus the ball position from their shot was used by the team) during the round. Best ball tournaments are great to play in as there is no stress to constantly be perfect. I know this is only a general description, but this should give the basic idea.

People incorrectly call a scramble "best ball," as in everyone in the foursome hits from the spot of the best shot. Best Ball of Foursome is actually a game in which each golfer plays his/her own ball and the best score of the four players counts for that hole. It can be played with or without handicap. For example, if Bob has a 7, Sue has a 6, Joe has a 4 and Steve has a 5, the team's score for that hole is a 4. This can also be played with three or two golfers.

You've got it mattman. Best ball is when all player in the group (2 or 4) play the entire hole. You take whoever has low score in your group as your team score. In a scramble, everyone hits their shots, and you pick the best one and play from there. Common mistake in terms.

You play with a group. Each player hits every shot, but they play from the lie of the best preceding shot. Example, 4 tee shots, then all 4 players play their second shot from the lie of the best tee shot. Then all 4 players play their third shot from the lie of the best seconnd shot, etc...until someone holes out. The number of strokes to hole out is the team score on that hole.
