If you are using XP then you can install the Operating system from scratch ~Albeit this will erase everyting including programs and data


Before you take such drastic action do this :

Go to start menu > Select Run > And type msconfig in the box, on the next dialog select The startup Tab and click disable all and apply - then restart your PC - after this run a disk cleanup and a disk defragment (Start > All Programs > System accessories

I hope you know that by formatting, you will lose ALL of your data on your hard drive, including Windows. Anyway, you just need to boot to a bootable floppy disk and type "format c:" at the prompt.
