I left california and moved to oregon and filed for unemployment from the state of california. I had federal taxes withheld but I'm not sure if I owe state taxes to and if so, to which state.

Unemployment Benefits are not considered earned income. It is considered other income. If you collect New York State benefits while you are a resident of North Dakota, you would not report the benefits to North Dakota.
