Simple additions to your hardware should NOT prompt a reactivation requirement. If you are changing mobo's a lot using the same boot drive, then yes, this is going to trigger it, as this is a significant change in hardware (beyond adding a PCI card, etc...) and the chipsets.

Why not get a small linux OS on a bootable thumb drive instead? Besides most of the really good hardware tests are in linux anyway.

You are only going to get screwed on that really bad with Vista because you can only activate it one time and after that you will be required to purchase another license for the full amount of the version that you are using.
Microsoft will activate XP several times (15 I think) but eventually they will cut you off.
There is a way to avoid it but I am not going to advise you on how to do that because it is not legal and you will not be able to get updates either leaving your computer vulnerable.
I agree with orlandobillybob, use Linux.
Try Linspire or Xandros if you are just starting out and Ubuntu or Kubuntu when you get more comfortable with it.
That is what I use.

Here are some useful links for LINUX. My family loves UBUNTU.
