The reason these rogue nations want military strength is so they can sit at the big kids table with the U.N. Nucular weapons are the pinnacle of weapon evolution and whoever posseses these weapons must be recognized by the world and they know it.

The exact same reason you want to have the best security system for your house or car. To be safe. Criminals always find new ways to break into houses and businesses, so we develop new ways to stop them. It's the same thing with weapons development. If your enemy has a machine gun, you need one to, or something better.

Let me ask you a question: you are on a desert island with two other people. You have no food and are starving to death, while the other two people on the island have food. All three of you are armed; you and one of the other two are armed with a .22 pistol, while the third one is armed with a .357 Magnum. You must attack one of them and take their food, or you will starve to death.

So which one are YOU going to attack?
