The reason these rogue nations want military strength is so they can sit at the big kids table with the U.N. Nucular weapons are the pinnacle of weapon evolution and whoever posseses these weapons must be recognized by the world and they know it.

Criminals always find new ways to break into houses and businesses, so we develop new ways to stop them. It's the same thing with weapons development. If your enemy has a machine gun, you need one to, or something better.
