girl, life is too short to wonder about these things. If you like him, take action, ask him out and if he says no, you go: "next!!!" OK?
BTW, u r a girl and I know you feel it when a guy likes you. Just trust your instincts; I know you have them! Your instincts will help you out a lot in life and it is time u start listening to them.
So, as far as the eye thing goes...well, that is usually a good sign so just go with it; give him a smile and see if he returns it (he likes you). If he doesn't and just stares at you, he doesn't like you so don't waste your time. But, if he looks away the second u smile at him, he is just shy and it is you who will HAVE to make the first move! Guys can be confusing, but just because yall meet eyes does not mean he likes you. He might just like you as a friend.

There are two things that guys realy like; your eyes or your breasts
If he is looking into your eyes that means he likes you but if he is looking at your breasts that means that he likes you even more.
