Make him a cake if he likes sweets (it shows you put effort into doing something for him, you know, other than just running to the store and picking up a little something) and write him a letter about how much he means to you. This is something that is basically free, I'm assuming that the 2 of you are sexually active. Put on a men's white button up dress shirt (nothing else, maybe a thong if you have one). Go to one of those stores that sell items that you can get engraved. They're usually not expensive at all. $20.00 bucks maybe? And then you can get it engraved. Perhaps with his name or something personal. Usually, they do the engraving at the store you purchased the item. I've done that several time when I'm in doubt for a gift and folks love it. It's a very personalized gift and people love that. Plus, it's easy on your wallet!

I really don't know why all of these answers have to be sex related. I liked the idea one person had of baking cookies, and I liked the picture framing idea too. Just spend some quality time together talking or rent a movie or two.
