This amendment was written with the Constitution. Britain did this during peacetime prior to the Revolutionary War. This was one of the things that caused the colonies to split from Britain. This amendment states that when we are in peacetime (like in pre-9/11) no homeowner will be forced to house a soldier. If they choose to, then it's okay. It also says that in wartime, the government should have a way to house their soldiers outside of the homes of its citizens.
