You scan them with OCR software such as ScanSoft's OmniPage. You scan the pages as you would scan an image, but set the software to scan text instead. It will go through and select any words it is unsure about and you will have to verify whether or not it interpreted them correctly.
It can take a while depending on how many pages you have to scan (obviously) and the condition of the text you are scanning. Fresh, clean pages will scan much better than old, beat up, handwritten pages.

You can use any scanner for scanning the documents and then run an OCR application for converting the text in an image to editable text.
The ideal application for doing this job is MyScriptNotes. This is a free application that can even pickup handwritten notes in many cases. This is something that other OCRs are yet to achieve.

Your scanner software must have OCR capability. Each software is different. Set scanner settings to scan TEXT (not pictures) and send the finished product to your favorite word processor instead of to a photo program.
You may have to drag & drop the scanned document to a word processor icon which will kick in the OCR.

You need OCR software. MS Office 2003 has basic OCR built in to Document Imaging. Try http://desktoppub.about.com/cs/win/tp/ocr_win.htm
oh yea, OCR stand for Optical Character Recognition
