Click on the View menu and choose Header and Footer, the Header and Footer toolbar should appear, if it does not, activate it from the View menu -Toolbars.
Click on the Show/Hide Document Text button on the toolbar and select the watermark. Right-click on it and select Format Picture or Object (this depends on whether it is a picture or object).
Click on the Layout tab and choose Behind Text and click OK.
The handles (boxes at the edges) will have changed from black to white and you will be able to click and drag the picture to a new position, or you can use the cursor keys on the keyboard to move it.
Click on the Show/Hide Document Text button again to view the watermark behind the text.
When finished close the Header and Footer
