Since he is a slave to his natural instincts, you should take him to a veterinarian and get him neutered and vaccinated, and get some advice on basic dog care while you're there.
Keeping him in at night would be a good idea too, even after he's neutered. If he's IN the house at night, he can do a better job of guarding it and keeping you safe than if he's out running around loose. Plus, if he's inside, he can't be hit by a car, or shot or poisoned by the people he's annoying if he's allowed to run loose at night - tearing into their garbage cans, pooping in their yards, harrassing them as they walk in their yards and in the neighborhood, and perhaps even joining in a nighttime dog pack and attacking people. Be a responsible pet owner and contain your dog, for his own safety and for the good of your community.

you can get pamphlets at the local health department that he might find interesting, or else tell him horror stories about people that you know that didn't use protection and about how it totally screwed up their lives.
