I Use Photoshop Elements 2.0 that came free with a PC I once bought (it works on Win98 and XP). It has some better facilities for editing photos than the Photoshop LE software I have. I think that I have seen this older version on the free CDs that come with PC Magazines. It appears to be downloadable from the following but it is not clear whether there is a time limit.

GIMP is a free software you can use for loads of tasks (photo-retouching, image authoring, image compositioning, photo editing.). It's the best free photo editing tool available for free. It's not as powerful as photoshop but can be easily augmented with expensions and plugins if you need professional and advanced features. You can use GIMP as a simple paint program or a complex image manipulation software (thanks to an advanced scripting interface). Don't use torrents/downloads from other sites, they might be backdoored.

The only free alternative I can think of is the 60 day trial of Adobe Paint shop pro 8 (or whatever the latest version is) available from the Adobe website. Of course it's only free because it's a trial and you have to buy the full version after that.
