Yes there ARE.

There are scholarships for particular universities and even some specific to departments within them.

There are scholarships that EU students can apply to, as well as "friendship" scholarships established for citizens of specific countries (I've seen some for students from Japan, the USA, and there are others).

Some universities have special international student scholarships. Swansea had one for post-grads at one point.

What do you want to study? which country are you from? Find the list of universities that offer that (from prospects.ac.uk for post-grads or the UCAS website for undergraduate), and then you can contact those universities directly.
