lets you know when the airconditioner filter needs to be changed?

You can get one, but it costs money. If you want to retrofit one, buy yourself a Dwyer Magnahelic static air pressure gauge or you can rig up a simple U-tube manometer.

These won't tell you when to change it, but they will tell you the pressure drop across the filter. As dirt builds up, the pressure drop increases, and eventually you will want to change it. Follow the mfg recommended maintenance cycle and note the pressure drop when clean and when dirty, next time the pressure drop approaches the "dirty" level, you change your filter.

We have one - in fact at this moment it is telling me to change the filter.

Cost.

It's possible to put air-flow gauges on the intake, but they just add to the cost.
