Even if you're non interested in volunteering, you might want to consider contacting your volunteer center to put you in touch with different local community non-profit agencies that can give you ideas for involvement.
My volunteer center provides a searchable database of hundreds of non-profit agencies. Not all of them are specific to volunteer opportunities, though. You can find opportunities for education and disaster management and information on how to join a non-profit board of directors for a cause you believe in. Volunteer centers help match you up with those type of programs as well.
I had a pretty cool one-time speaking opportunity about mentoring youth, and I got that idea through my volunteer center as well. That opportunity allowed me to join one of the local non-profit boards.

I believe if you check your city's community website, you will find many functions happening that you could get involved in. For example, my city has a wonderful site that has a link for activities within the community - even a calendar. This gives me an idea of functions I might want to go to and it lists contact information which helps in case I decide to help out. We also have programs to keep the city streets clean, parking regulations (non working cars are not allowed to just sit on the streets, etc.). You will find loads of information just logging into your city's very own website.

Find something that you are interested in: kids, education, animals, elderly, cancer fundraising, government, the environment, etc.
Once you know what you truly care about, start there to become more active. Like working with kids? Volunteer at an afterhours care program for kids or tutor struggling students. Like animals? Volunteer at a local animal shelter. Like the environment? Start a recycling program, clean up a park, inform the community on conserving energy.
Being active in your community can be really rewarding if you enjoy what you are doing!

I like what everyone is saying on this, and would add the ideas of writing letters to the editor about things that both bother and please you in your community. Even just reading those letters can give a perspective on what makes folks tick locally. It's a good start that can lead to active participation in civic groups, police departments, parks and recreation. Once you know where your interests lie, the rest is easy and rewarding. Try your local fire department...unless you live in an area that has a paid department, they will always be looking to accept new members. This gives you a starting point to be able to see what your community really needs and then give you the leeway to be able to actually help them.
