A decorator has scratched two new brass lightswitch plates when fitting wallpaper round them. Am I within my rights to deduct the cost of replacements from his bill?

There's no need to remove switches before wallpapering, as long as you don't scratch them. I think you need to ask the decorator what he/she is going to do before paying the bill. The only way to fix them is for him/her to buy replacements.

Since the covers should have been removed before wallpapering, I would say yes, deduct the cost and tell him why.

To paper properly you need to remove all wall fittings including light switches, if the decorator didn't do this you might want to check all of his work, not just the switches.

not shure, how ever the cover plates ought to be taken off, wall paper installed, then replace the covers to prevent damages.

The same prep work used before you paint walls

It's petty, but if they scratched it you'd be within your rights to do so
