Try Davids Bridal. They offer a large selection of dresses. I got my Junior bridesmaids dresses from Jasmine Bridal. They make the junior styles to match to adult styles but at junior sizes.

You don't mention your location...in our neck of the woods, there is a Jessica McClintock outlet store. I've managed to find dresses at affordable prices.
