You don't say as to whether you're in the UK or not.
I have been trying to find family for a long time. I am in the UK but have had to research in the UK and the US. If you have your brothers full name, and know roughly when his date of birth was it shouldn't be too difficult. A good site that I have used is www.b4usearch.com you can put a name into the people section, and it will come up with loads of names. There is also a site called www.1837online.com if you pay £5 through their secure site you can search the Births marriages deaths, and I'm not too sure now whether you can search the voters rolls.
This may be worth a try.
Alternatively you could try speaking to Social services, as they can do a lot of tracking down, and check via national insurance numbers etc. When families have been seperated, particularly around the war years they do have records of who went where.
Best of luck.
PS I am still trying to track my 4 siblings down in the US from a similar time.

Unsure if he is a half brother and it is the surname you don't know if she's remarried or whatever? If you do know his full name just start advertising in local newspapers, often they actually have a category that does this at no cost. Another good way is through local radio stations and then checking back families of old friends at the time if you remember them. Don't thing organisations like Salvation Army would be much help as I take it he is not a 'missing person' but just someone you have lost touch with and want to find? Good wishes with your search.
