I don't know where you get your international information, but the Iraqi army has at least 12 full Divisions.

Iraq does have an Army, and a National Guard, and a Police Department. The problem is they are not particularly loyal to America, and their army is segregated by religion and ethnicity.

Most of the men in the Shi'ite units are members of Shi'ite death squads and support Iran and/or Imam Moqtada al-Sadr, most of the guys in the Sunni units are closet Ba'ath Party sympathizers and most of the men in the Kurdish units are followers of one of the two Kurdish nationalist parties who want to carve an independent Kurdistan out of Kurdish speaking parts of Iraq, Iran, Turkey and Syria.

Basically Iraq has an armed forces that are split 3 ways, and all of them hate each other and all of them hate America.

They do have one, but it's not well trained and finanically supported. Because of this, the Iragi army is not enough to fight terrorism in Iraq, and also UK and Britain is starting to pulling their troops out, that's why US is sending more troops in to fill the gap. Besides a major reason to why were there is to stablize the situation so that we can control the oil there and reduce gas prices here.

it is tough to get an army why you need people to volunteer. Then when they line up to volunteer a suicide bomber takes out 50 of them. It has happened not once not twice but many times, with police and with a national army too.

because their idea of warfare is to strap a bomb on a car or your chest and run in and blow yourself up. You can't keep an army with tactics like that

They do, however they are not trained or equipped enough to handle their problems just yet.
