If she's getting a US passport and gets it submitted immediately, it shouldn't be a problem. They told me six weeks for mine & it took six weeks and a couple of days due to a mail holiday. If she is in a city that has an office where she can get it the same day it may be worth it to her to spend the extra money. She will need a certified birth certificate, two photos (Kinko's, CVS, Walgreens) and a government-issued ID.

OUT OF TURN ISSUE OF PASSPORT UNDER TATKAAL SCHEME
(A) If an applicant desires to obtain his passport under the Tatkal Scheme, a verification certificate as per the specimen at ANNEXURE ‘F’ and standard affidavit as Annexure “I” should be submitted along with the TATKAAL fee. The Passport Issuing Authority shall retain the right to verify in writing the authenticity of the Verification Certificate from the official who has issued it. All applicants seeking a passport out of turn under the TATKAAL Scheme are advised to submit their application, documentation and fee as specified below. No proof of urgency is required for Out-of-Turn issue of passport. Post Police Verification shall be done in respect of all passports issued under the Tatkaal Scheme.
(B) The applicant also has the option to obtain a passport under Tatkal Scheme on submission of three documents from the Fourteen documents as mentioned below, provided one of the three documents is a photo identity document and atleast one of the three is amongst the documents indicated at (a) to (i) and a standard affidavit (Annexure “I”) on non-judicial stamp paper duly attested by a Notary:
(a) Electors Photo Identity Card (EPIC);
(b) Service Identity Card issued by State/Central Government, Public Sector Undertakings, local bodies or Public Limited Companies;
(c) SC/ST/ OBC Certificates;
(d) Freedom Fighter Identity Cards;
(e) Arms Licenses;
(f) Property Documents such as Pattas, Registered Deeds etc.;
(g) Rations Cards;
(h) Pension Documents such as ex-servicemen’s Pension Book/Pension Payment order, ex-servicemen’s Widow/Dependent Certificates, Old Age Pension Order, Widow Pension Order;
(i) Railway Identity Cards;
(j) Income Tax Identity (PAN) Cards;
(k) Bank/ Kisan/Post Office Passbooks;
(l) Student Identity Cards issued by Recognized Educational Institutions;
(m) Driving Licenses; and
(n) Birth Certificates issued under the RBD Act.
(All above documents to be produced in original along with self-attested copies)
The TATKAAL fee is in addition to the applicable passport fee and payable either in cash or DD in favor of Passport Officer concerned. The additional fee for out of turn TATKAAL passport, would be as follows:
Fresh Passport
1.
Within 1-7 days of the date of Application
Rupees 1,500/- plus the passport fee of Rs.1000/-
2.
Within 8-14 days of the date of Application
Rupees 1,000/- plus the passport fee of Rs.1000/-
Duplicate Passport (in lieu of Lost/Damaged Passport)
1.
Within 1-7 days of the date of Application
Rupees 2,500/- plus the duplicate passport fee of Rs.2500/-
2.
Within 8-14 days of the date of Application
Rupees 1,500/- plus the duplicate passport fee of Rs.2500/-
Re-issue cases after expiry of 10 years validity
1.
Within 3 working days of the date of application
Rupees 1,500/- plus the passport fee of Rs.1000/-
HOW TO APPLY FOR A FRESH PASSPORT
Ø Obtain an application form from the Passport Office (Fresh Application form (EAP -I)/Form1 (new) - Rs.10/- ). or download the from internet – DOWNLOAD FORM. ( Please note that photocopies of application forms will not be accepted). Only those applicants, whose present address falls under the jurisdiction of RPO Mumbai can submit their application at this office.
Ø Fill in all the columns of form 1 carefully and legibly with a ball point pen & Block Letters.
Ø Fill in the scanning sheet. Ensure that the signature/thumb impression does not come out of the box specified. The photograph is to be pasted carefully.
Enclose the following documents
Proof of Residence
Photocopy of any two of the following
Ration card
Telephone bills for one year
Running Bank account (one year)
Appointment order from any reputed companies on their Letter Head
Society letter
Electricity bills for one year
Lease/Ownership agreement
Accommodation allotment Letter from Company on there letter head
Gas connection document
In Case of Students only bonafide certificate from the college along with hostel allotment letter will be accepted.
Proof of Date and Place of birth Photocopy of any one of the following
Birth Certificate (mandatory for the applicants who born on or after 01st January 1989
School Certificate.
In case of illiterate or semi-literate persons who do not possess any document supporting the date/place of birth, a “sworn affidavit” may be submitted, duly attested by a magistrate/Notary.
Proof of Educational Qualifications
ECNR If you qualify for ECNR endorsement on the basis of any of the requirements, submit the documentary evidence.
No Objection Certificate (NOC) for Government Servants Attach NOC in original if you are in the service of Central/State Government/Public Sector Undertakings, Statutory Bodies etc as per Annexure E. For Central and State Government employees, either an NOC be produced or a proof that he/she has informed his/her employer of his/her intention to apply for a passport and for such a proof a declaration duly acknowledged by his/her Head of Office to the effect that he/she has informed her intention to apply for a passport.
Marriage Certificate In the case of a woman applying for the first time in her married name or for a change of name/surname in existing passport on account of marriage- should furnish
photocopy of marriage certificate.
If marriage certificate is not available submit a joint affidavit (in original)
Marriage Certificate issued by Church and Quasi's Certificate (with a certified translation) in case of Muslims can also be given as a proof of Marriage
Photographs Furnish 6 passport sized (35 mm x 35 mm) coloured photographs with the frontal view of full face against a dark background. Photographs taken in uniform or with dark glasses or taken with a Polaroid camera or computer scanned photographs are not allowed.
Ø Please carry all the originals of the documents enclosed. They will be returned back across the counter after verification.
Ø Furnish two sets of Xerox copies of all the documents
Ø The photographs and the signature must be in original on all the photocopies of the original passport application form.
Ø Every photocopy of the document needs to be self attested by the applicant himself, by putting his/her signature.
Ø Visit our website and do the Online Registration. Take the printout of the registration and submit the application at the Bengal Chemical Bhavan (Annexe ), on the date of appointment specified after due registration.
Ø The Passport Application Form accompanied by the photocopy of the documents and the online registration printout can be submitted either at the Passport Office Annexe at Hall No. 1 (from 10.00 to 12.30 hrs) or any of the Passport Application Collection Centres. The payment can be either in cash or DD issued in favour of R.P.O, Mumbai.
