give him something to do while you put the shoes on, also kids just are not used to shoes, and they just need time to get used to them, but do not make the kid wear them all the time

My son is 1 and learned to walk without shoes. He was walking before 11 months. Experts will tell you that a baby has better balance and grip without shoes...even without socks if it's warm enough. Maybe put the shoes away untill he has mastered walking. Then go out and have his foot measured for the right fitting shoe. He may be more willing to wear them later on. Good luck!

My daughter started to learn to walk around 11 months and REFUSED to wear shoes. My doctor said not to worry about it and just let her go in socks until she is ready. This way, it would be easier for her to learn to walk because she would feel more comfortable being able to feel where she was stepping. Everything worked great! As soon as she was good at walking I would put shoes on her when she was riding in the car seat or other times she wasn't going to be walking, so she would get used to having them on her feet. If I would try to stand her up she would stand there paralyzed. After a few days and a lot of encouragement she would walk to me. She is 15 months old now and loves her shoes. She just got a pair that lights up and she insists on having them on her feet!

Babies need to learn to walk WITHOUT shoes. That is how their arch develops.
Please Read:
Baby Shoes
When babies are first learning to walk, they should be barefoot as much as possible. If the child is in a warm environment and it is free from sharp hazards on the floor, they will learn to walk easier free of shoes. Shoes hinder the baby’s ability to feel the surface they are walking upon. For slippery surfaces or homes which are drafty, babies can be outfitted with a pair of socks that have non-skid or rubber soles.
All babies will need a pair of shoes for when they go outside or on errands with their caregiver. Shoes should be chosen that are lightweight. Shoes should be flexible, and boots should be avoided. Baby shoes should allow enough room for the baby’s toes to wiggle. Square toed shoes work best for infants who are learning to walk.
The most important thing about baby shoes is that they will need to be replaced often. Shoes that are too tight can cause problems in walking and in normal foot development.

Pretend to not give him the shoes, pretend that your going to throw them away and then he'll just begin crying for them. Thats how it is for my 2 brothers!
