There are several versions of photoshop.The newest current one is CS2, but you can get CS3 in beta form now too. It will be coming out in regular format in a short while.
If you are not familiar with Photoshop, I would suggest getting Photoshop Elements (the current one is 5.0). This has alot of the main features (elements) of the "big one" but is easier to use and is much less confusing for those not familiar with it. It is also a great way to start. Once you have mastered Elements, you can always upgrade and Adobe usually has an offer to upgrade to the CS version for 1/2 price for Elements users.

I second the notion of starting with Adobe Photoshop Elements. Much easier learning curve, and Elements does a lot of what its big brother does at a fraction of the price. Unless you go professional, or really deep into photography as hobby, you will probably never need the full version. I am still using Photoshop ver. 7, but I need to upgrade to save time with working with RAW images.
Paint Shop Pro is good as well, and Microsoft Digital Suites. MS Picture It! is fine for beginners, (I use it for scanning prints and organizing albums), but it doesn't have enough image re-working tools to be a serious contender.

If you have never used a program of this magnitude I would suggest getting a lower version Adobe Photoshop 7 off eBay or somewhere like that to save money and frustration, CS2 can be very expensive. Take a online class of the tools and then practice, practice, practice!

There is only one Photoshop... however the current "new" version is CS2 soon to be CS3. Any version from 7 on is very reliable as a photo editing & manipulation program.
