It's probably because of old thought. When the church was created, men pretty much took care of every outward aspect of life, including public speaking and organizing the masses. That doesn't mean women weren't important, or necessary to society, they just played a different role than they do now.
There are many women in the Bible who did wonderful things for God and the world, but their roles were different than those of men. That doesn't mean they weren't as important, they were just important in different ways. Since the church is an old institution, that changes slowly, or not at all (with good intentions), these gender roles have not changed much.
Nowadays, people seem to favor the "front man" (or front-woman). If you aren't out there, being heard, being seen, you aren't important. This makes people think that the "traditional" role for women is not as important, because they do things at home, less in the public eye. This is not true though. Just because the man is the "front-man" of the family doesn't mean that he wouldn't be sad, lonely, and unseccessful without a good woman to back him up. (Many single men are successful, I'm just speaking generally). "If you look at the life of any great man, you will likely find a great woman."
Men and women are equal, but they are different. They also need each other, for some obvious reasons and some not-so obvious reasons. Gender roles have been similar in most parts of the world for tens of thousands of years and worked wonderfully. They compliment each other. That's the way God designed our evolution in my opinion. If things are beginning to change now, perhaps it is what God wants.
God is not sexist, but he does know the general strengths and weaknesses the sexes, and uses them accordingly.
Besides...no one ever said women can't minister the Word of God, just they can't be priests. :)
I think it was Augustus who said, "Spread the Word of God every day, every minute of your life, everywhere you go. Sometimes, use words."

1 Timothy 2:12 says that a woman is not permitted to teach or have authority over a man.
There are different interpretations to this verse. Some say that this is God's intended way, others say that this command was meant for the culture in which the church was living in.
There are other passages in the bible where women were in high positions, e.g. in the OT Deborah was a judge over Israel (Judges 4) Priscilla taught Apolos along with her husband Aquila. (Acts 18:26). There are also many instances of women prophetesses.

That is a VERY good question! It's CLEARLY stated in scripture that the very FIRST people Jesus appeared to and sent to minister about His resurrection were WOMEN, so He obviously doesn't have a problem with it! God used Esther to save the Jews, Ruth is part of the lineage of Jesus....women have played important roles throughout biblical history, and Galations 3:28 tells us "There is neither Jew nor Greek, slave nor free, male nor female, for you are all one in Christ Jesus."
btw - in 1 Tim, as quoted above - that's PAUL'S preference, not Jesus's.

1 Timothy 2:9-15 says,

In the JWs, all woman are legal ministers just like the men.
In fact, it can be problematic at times. When my mother was in ICU, the other older ladies in the congregation had to be reminded that just because the hospital restricts visit to family and ministers, does not mean they can use their minister IDs to get in to see her.

1 Corinthians 14: 34 women should remain silent in the churches. They are not allowed to speak, but must be in submission, as the Law says. 35 If they want to inquire about something, they should ask their own husbands at home; for it is disgraceful for a woman to speak in the church.
1 Tim. 2: 11 Let a woman learn in peace, fully submitted; 12 but I do not permit a woman to teach a man or exercise authority over him; rather, she is to remain at peace.
This is a true saying, If a man desire the office of a bishop, he desireth a good work. A bishop then must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality, apt to teach; Not given to wine, no striker, not greedy of filthy lucre; but patient, not a brawler, not covetous; One that ruleth well his own house, having his children in subjection with all gravity; (For if a man know not how to rule his own house, how shall he take care of the church of God?) Not a novice, lest being lifted up with pride he fall into the condemnation of the devil. Moreover he must have a good report of them which are without; lest he fall into reproach and the snare of the devil" (1 Timothy 3:1-7).
"For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee: If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly. For a bishop must be blameless, as the steward of God; not selfwilled, not soon angry, not given to wine, no striker, not given to filthy lucre; But a lover of hospitality, a lover of good men, sober, just, holy, temperate; Holding fast the faithful word as he hath been taught, that he may be able by sound doctrine both to exhort and to convince the gainsayers" (Titus 1:5-9).
You need to give up your pride, cover your head and submit like a good little chattel and accept the subordinate and inferior role God assigned you because "it was the woman who was deceived."
Or you could simply accept that it's all pre-bronze age patriarchical nonsense and God never said any of it to Paul or anyone else..

Fascinating how the Bible thumpers recognize one set of Bible verses to support their position, but don't recognize others that support women in the church.
Paul, for example is contradictory. After all, his entire letter to Romans is to introduce Pheobe as his appointed Deacon to the Romans, and instructs them to do as she requires. As we know from Paul's letter to Timothy, there are only two church offices, Deacon and Bishop. Paul uses the Greek "Diakonos" to describe Pheobe, so how are we to accept Paul at less than his word? And, in the same passage, he mentions other women in positions of authority in church, most notably Junia.
As Paul clearly states, Pheobe is there to raise on his behalf for the church of Jerusalem, his most important mission. If women are not supposed to be in positions of authority, then why on earth does Paul appoint her to this position of supreme importance to the most important city in the classical world?
Also, when you read Paul's letter to Philemon, he clearly states that there are no men or women in service to Christ.

The bible teaches us the purpose of women is to serve man and have kids, nothing more. Men listening to women, is what caused sin and falling out of god's favor to begin with.

The Bible calls you to minister the Word it just isn't so keen on woman leading a church. Woman, by design are weaker as leaders, they are much better at many other things.
