I wish I had an answer for you, but I don't.
I've had cats all of my life...right now we have four.
They seem to enjoy the "Lets trip our humans every chance we get" game....LOL
I dont' think there's any way you can stop it...they seem to do it less as they get older, but they never seem to stop completely.

Other posts have told you that your cat want attention. They're right. Kittens especially want lots and lots of attention. They rub you to let you know this.
As for getting the cat to stay away from your feet at the stairs ..... WOW, that's a tough one. Cats seem to have an innate talent for that sort of thing. Just remember that they are also quite resilient and will probably not be hurt if they accidentally get tumbled down the stairs instead of you. Just be careful.

The bad news is that cats will always want to wrap themselves around your legs at inconvenient times. The good news is that they are telling you how much they love and trust you :)
Pay attention, you'll get used to looking out for the cat. You can pick up your kitten more when it's near by and you're walking, but this is positive reinforcement so it's likely that they'll always ask to be picked up by getting under foot. There's really not much you can do beyond that. This is just one of the hazzards of living with a cat.
Do not yell at, kick or hit the cat, make loud noises or spray water at it. They're not going to associate it with being in your way, they're going to associate it with being close to you and you'll create an animal that's fearful of it's owner.

That's very dangerous for you. Usually a kitten learns to stay out of the way after someone has stumbled over them and kicked them inadvertently. My kittens would usually scamper down the stairs ahead of me and not get tangled in my feet.
Please pick the kitten up and carry it downstairs with you.

I've had a cat for more than half of my life.... I'm still trying to figure that out! Mine likes to sit on the stairs when I'm carrying the laundry basket... you just have to look where you're going.

The tripping game is especially funny at the top of the stairs.
I walk like I gather sea shells at low tide, because of the cats - lol

Pick it up and cuddle it. When it walks around your feet it usually wants attention.
