He and the rest of his administration were briefed on it by the Clinton administration during transition, the CIA told him of reports of Muslim men taking flying lessons and telling their teachers, they didn't need to know how to land.
Call it a conspiracy if you want, I think the whole bunch was just to inept to do anything to stop it.
Look at the mess they made of Iraq.

I came across a documentary called LOOSE CHANGE and it really makes you wonder that parts of the government knew exactly what was going to happen. If we did then shame on them for killing all the people who died, and the empty familys without their loved ones. Watch the documentary and you will wonder also.

I think the administration knew something was coming, but not the exact date. Heck, the warning was in the all the papers that summer, so even I knew something was coming.

That has been speculated, as has FDR ignoring warnings of the Pearl Harbor bombing.
I'd like to believe that Bush didn't know, but given the way his presidency has unfolded, nothing with this man would surprise me. I sincerely believe him to be a sociopath, incapable of differentiating right from wrong.

It discredits legitamate Bush criticisms to say silly things like this. Real world conspiracies don't work. They involve large amounts of people, and people talk. You simply can't keep something like that quiet for very long.
