I really don't think that you calling the police will endear yourself to either her or them.
There must be a reason that she has decided you are not going out to play and I'm positive that if my son had told me 'he has a right to' anything he wouldn't be on the Internet either.
Count yourself lucky that your Mum is less strict than me, behave yourself, leave the police alone to deal with real problems and try talking to your Mum in a polite and civilised manner about when and if she would consider letting you out.

I'm sorry to disappoint you but if you are a Child under 16 then you don't have an automatic right to go out. It's rally up to your Mum if she allows it or not.
It depends why your mum won't let you out to play...and of course how old you are.
Your Mum may have a good reason or it could be that you have done something wrong to be grounded...in any case it's hardly a police matter they will not do anything about it.
The sheer fact that you are posting this question on here shows how immature and irresponsible you are which of course could be a legitimate reason to keep you in.

In all honesty, the police have more important things to do than sort out whether your mum is being unfair or not - unless she's actually keeping you as a prisoner in the house. Try asking her, calmly, why she isn't letting you out, she may have a good reason and perhaps she'll let you go out later on instead.

If you can find the appropriate law reference relevant to the area in which you live that states that you have this 'right' then yes. If not, then no.
PS you can try the police idea if you like but I suspect you'll end up with a caution for wasting police time and you'll be grounded until you're 20!

Phoning the police is a waste of their time. How old are you? Maybe your mum is scared and over-protective, especially if it's the first time your going to go out on your own- I'm fourteen and I needed to prove that I was mature enough to go out on my own before they let me. If she won't let you go out to play in a garden or something like that, then you need to speak to her and assure her you'll be all right. If you want to go out with your friends, maybe your mum doesn't trust them that much, talk to her about it properly and It will be alright.

Police will not be interested. It would be nice to hear your mum's side of the story as to why she is not letting you out to play eh?

by keeping you in maybe she is just looking out for your best interests. try talking to her and coming to a compromise on how long you go out, when, where, with who etc...
