I wish we could have a reward system for turning people in.
You know with all the camera phones we should be able to record them, and turn them in to their Insurance company.
That would be sweet.

Usually unless a cop sees it, it wouldn't matter. If there was such a hotline it would be flooded by so many people that
A) they wouldn't know which were really legit
B) it would be hard to specify which cases to call in
C) it would be your word against the motorist

Yes, you can. Call 911 and get their lisence plate information. They may not act on the call unless a cop is near but, it's worth a try. Bad drivers should pay!

A lot of states use *HP as the direct link to highway patrol. Give them the license tag, make, model, and the location.

Yes, but not for being agressive though. Most times "agressive" drivers are breaking the law. So you'd have to specify which law was being broken.
