Go to the American Embassy. They'll help. We had a 13 year old boy stuck overnight in France because of a lost passport. He went to the Embassy and they got him home.

The U.S. passport is owned by the government, not your brother.
He should first report the passport theft to the police and get a copy of the police report. Then take the copy of the report to the U.S. Consul and apply for a replacement passport.

His best, safest, and possibly only way back "legaly" will need to start at the US Embassy/Consulate. In India there are 2, one in Chennai ,http://chennai.usconsulate.gov/ and another in Mumbai,http://mumbai.usconsulate.gov/

GO TO THE NEAREST US CONSULATE AND IDENTIFY YOURSELF WITH PLACES WHERE YOU ARE FROM AND IF YOU HAVE RELATIVES LET THE CONSULATE COMMUNICATE WITH THEM HERE IN USA TO CORROBORATE YOUR INFO.
