Since the destruction of the Second Temple in 70 CE, are there any plans to build another?

We pray for it constantly.
The Muslims, on the other hand, have made gigantic efforts to deny that there ever was a Temple on the Temple Mount, and to destroy all evidence.

There is a group in Israel called the Temple Mount Faithful who have been preparing many of the service vessels required in the Temple. They have petitioned to be allowed to go up to Temple Mount and lay a symbolic cornerstone for the Third Temple...and have rightly been denied.
There will be a Third and final Temple. It will be built on God's schedule, not man's. And when it will be built, there will be no objection from any quarter.

if by plans you mean hopes.
There are a few obstacles in the way. Namely the two mosques on top of the temple mount.
