i cant move the bin its not an option

Oh that brings back memmories when my dog did that, I went to the pet store a bought a dog repellent to spray for furniture that your dog it ripping apart. It works great, I even tasted it........lol and its NASTY tasting. When the dog gets that taste in there mouth its an unforgetable taste (trust me)......lol and they wont go back again. It worked for me.

Does it have a lid? If not,replace it with a metal container with a tight fitting lid (one of those you have to step on to open would be good). This will make it harder for the dog to get into it, and it will contain odors better. Remember your dog's nose is much more sensitive than yours---he can smell what's in the bin even if you can't, and it attracts him. Another option is to gate the kitchen, or otherwise restrain your dog elsewhere so he can't get in there at all.
If you actually catch him in the act, you should scold him sharply. But remember the dog doesn't understand scolding unless it is directly associated with the behavior you object to.

If you cannot move the bin then you'll have to make the kitchen off limits to the dog whenever you are not around to supervise.

There are bins made that can help avoid that or you will have to block off the kitchen with a gate.

Take the garbage out more often. Seriously, I'm not being sarcastic. If there's nothing in the bin that he wants, he isn't going to tear it apart.
