There are a number of ways to evade a police helicopter. Quite a few have been mentioned already.
From my experience, police certainly have the upper hand when it comes to chasing them, but that is mostly due to the stupidity of the thief in the first place. Running into parkland or along a railway reserve almost guarantees that the police chopper will find them.
The most likely way to evade a chopper is to mix in with as many people as possible. While most police choppers have a night sun, FLIR and high resolution video equipment, it is quite hard to distinguish person to person. By doing this, it also makes it worthless for the police to bring in a K9 unit.
So the short answer is yes, but I will be placing my money on the police ;)

Car Thieves, on foot, might be able to "Out Wit" police helicopters during a chase, but never outrun one. If there is ground patrol as a back up, which there always is, 99.9 percent of the time they have K-9 dogs to track and hunt the thieves down. So Crime really doesn't pay, and the police play to win!

I have never heard of any case where a car thief has outrun a police helicopter but I guess it is possible if the helicopter runs out of fuel and has to turn back.

Well, I don't know about car thieves specifically, but people have not outrun helicopters but there are ways to hide from them. It's nothing easy and usually involves a lot of luck, but it is possible to conceal oneself from a helicopter.

They can't "outrun" a helicopter, but helicopters could lose sight of the suspect if he/she runs into a heavily treed area, into a mall or into a large crowd. They can direct units on the ground to the area and keep an eye out if the person emerges.

Not outrun, but out-smart, yes... not often, but it happens. e.g. a person that ran into an multi-story office block - once inside - the helicopter lost him and obviously couldn't direct my officers in to find him. He was never found unfortunately.

Some, do, but when I am there, I have not lost one on foot yet, and that is because I have an awesome 4 legged land shark, that loves to win and get his chew toy, and I let him play with his chew toy for a while as his reward, and believe me he is good and fearless and even took on two pits at the same time when some dirtbag cut them loose on us, but back to the question, some get away and some don't.

They wouldnt be able to outrun as in distance to speed, but as the helicopter only has a birds eye view, which will be obscured by trees and shelters, that is how they can 'out run' a helicopter.

Yes but very few and contrary to what people say here it is not east to find a mall or crowded place when your running from police in a stolen car advance planning isn a priority usually.

not often police helicopters usually have an infra red sensor so the can detect heat or where a person is tryign to hide and direct the police on the ground to investigate.
