How do i create this technique at home, and can it be done on a computer paint program - like photoshop?
Cant find the exact thing i need with a google search...

The easiest way to get that onto a computer is to do it on real paper and then scan it once dry. Computers can simulate some of that, but water effects are so much easier with real water! You just get the page slightly wet, and drop ink or flakes of watercolor pigment onto it, they will spread out like what you describe.
