Ever go out to a party or function and theres a man or woman there that has to paw all over everyone they meet. Hey I dont mind an occasional handshake or hug from someone you know but theres going to be that one that has their paws all over you. How do you deal with that?

Yes, there are polite ways to deal with this. When you shake their hand, extend your right hand far in front of you and keep your arm stiff. If they try to circle around with their other arm for a hug, you circle around them in the same direction while stepping backward. While doing this, keep talking and smiling.

If they put their hands on you during the conversation, simply say "Please don't put your hand there". That is a perfectly reasonable, perfectly polite request.

The tough part of a situation like this is that the person usually means well and isn't trying to intimidate you or anything bad like that. If someone has to be told "quit touching me so much" they probably need an unsubtle direction as to what to do. In short, there might not be a real polite way to do this, other than putting a distance between you and them (like, walking into the next room).

You make a loud joke about it, that will embarrass them in a subtle way.
For example if it's a guy doing it you say something like...Jesus Christ guy, I like you too but I'm not gonna phuck ya!

If it's a woman, you may say somethign like... Does your boyfriend know you're feeling me up again or With all this touching going on here, my wife's gonna take you outside.

Take hold of their paw and ,with a smile,gently but firmly place it back from where it came adding 'I think this belongs to you-not me'.

Use body language. Cross your arms. Stand against a wall. Fake sneeze (this works well), use a tissue etc.

there is no polite way of doing this so i would suggest that you just tell them to get the hell out of my way and be done with it
